yeah it would make no sense if shifters couldent take it

for more info here is the lowdown 

shifters and humans (possibly half orcs and half elves)

level 1 the polymorph at level 1 (check link by OP for details)

at level 5: enemies adjacent to you grant combat advantage to you and to allies adjacent to those enemies

at level 10: +2 athletics and intimidate

a utility at 2 where you knock prone as a no action  

at utility at 6 a daily that gives you 1+con regen

a utility at 10 that gives you a daily hybrid form giving you +2 fort, athletics, intimidate, damage and speed

My guess is that the image doesn't mention shifters because they're not legal for Encounters.

These cards are for the Neverwinter event that'll set up for Encounters.  Note that the Scion of Shadow one mentions Shadar-kai and Shades, but says your DM would have to rule it legal for you to play those races, because they're not legal races for the Neverwinter event these cards were made for.  I don't know if Heroes of Shadow will be considered legal for Neverwinter encounters, but if it is, Shade would be legal but Shadar-kai wouldn't.

In any case, I would assume it's along the lines of what Bargle0 said, but it is odd they'd mention Shadar-kai and Shade but not Shifter.

Given the exingencies of organizing something like Game Day, and something like Encounters every 13 weeks, and trying to coordinate the two for the first time, and getting cards printed in advance and so forth, it's really kinda amazing they're as consistent as they are...

It's a Neverwinter specific noble. You have blood relation to the former ruling families of the city.
