First of all, I need a better name for this book.

I want a book that deals exclusively with rituals. It can be a compendium (listing all of the rituals that have been written so far), but that should only account for 50% of the book, assuming both the PHBII and PHBIII have the same number of rituals as the PHBI has.

There's various uses for the Rituals, and instead of dividing them by level, or alphabetically, they could make the chapters based on use. But don't forget the two-three chapters on "Making your Own Rituals". This is a DM and Player resource, because it appeals to both DMs who want more rituals for their group (Like Warweaver) and for Players who want to come up with new uses for their Magic-Users (Like Me).

So here's the chapter layout:
Ch 1- What are Rituals?
Where to use them, how powerful they can be, who can use them in game
Ch 2- Creating your own Rituals
What level should they be, what DCs do I use?
Ch 3- Trumping Skills
Ch 4- Creating Magical Items
Ch 5- Open-Ended Effects
Ch 6- Plot Devices
Appendix:
Rituals by Name
Rituals By Level

Any other suggestions?

how about:
Scroll Case: Rituals

and for spells:
Spellbook: collection of spells.

of course we both know that wotc would have to be wracking their own minds to think of per say enough spells and rituals of about 160 pages for both.

Spells is the Arcane Power source, so that book is already getting written. Scroll Case is interesting, but the ":" make me think it's part of a series.
