There is a Closed Beta coming "very soon" we're told. This will be extended to DDI subscribers among others.

There will be an Open Beta after that - and a "demo" version forever after that.

The beta/demo version of the Character Builder will allow you to create a character from levels 1 through 3.

The Character Visualizer and Game Table are being worked on, but hey're lower priority than the Builder.
