Is there a way to add an extra feat to a character? For example, if I want to give all my players the Weapon Expertise feat for free. Can I implement that somehow in Character Builder?
Yes you can. Under the feats tab got to the feats choice checklist. Left click on the houserule icon and it will add a user choice selection to the feats list.

I just tried doing that in the CB and couldn't get it to work. Left clicking on the small houserule icon seems to give me the same menu that I get when I right click on it (containing the following):
Show Illegal Elements
Create Custom Element
Choose for me
The pop-up tool-tip that appears when you hover your mouse over the houserule icon says:
'Click or right-click for customization options'
I'm not sure if that implies that left-click is meant to do something different to right-click. For me, at least it seems that those are the only three options I can do and none of them allow me to create an 'extra feat'. I can turn one of the existing feats into a custom one but don't seem to be able to add an additional one as jlewis501 was asking.
It would be great if you could as there was an instance in my campaign where I gave the players the option of getting a 'free' weapon proficiency.
Maybe I'm just being a bit slow and not understanding it so any further explanation is much appreciated

I agree. It seems to let you create a custom feat, but not an extra one.
Go to the "feat choice checklist" at the bottom of the feat page, click the house icon and you'll be able to add a new feat. If you want the feat to be one they couldn't normally choose go the "feat choices" panel, click the house icon and select "show illegal choices." You can then choose from any feat in the builder.

Awesome. Thanks all. I was only looking at the houserule icon at the top of the page not at the bottom in the checklist section.
