I'm surprised that this hasn't come up, but my search attempts showed nothing.

I took Arcane Prodigy, the sorcerer MC feat, on my warlock. According to character builder and the compendium it grants the ability to wield sorcerer implements, but the CB doesn't give me the option to  choose a staff or dagger as the implement for any of my powers. Am I missing something?

You're missing the fact that sorcerer implements only work with sorcerer powers, unless you take the Arcane Implement Proficiency feat (which specifically states the implement you choose works with "all your arcane powers"). If you take a sorcerer power through one of the power-swap feats, Arcane Prodigy will allow you to use a staff or dagger with that power.

2. The update for the Swordmage multiclass feat Blade Initiate adds the words “In addition, you can use swordmage implements” to the end of the feat. Does this mean I can use a light blade or a heavy blade as an implement for any implement attack even non swordmage powers?

Ability to use the implements of a class (“You can use swordmage implements”) means that you can use them in the same way that the class uses them. For instance, ability to use swordmage implements means you can use swordmage implements with swordmage powers. You don’t gain the ability to use those implements with powers of another class.

Is there somewhere in the rules that explains that? The descriptions everywhere I can find them do not mention that restriction at all.

It's in the rules text for each type of implement in the PHB. For example, for staffs (page 240), it states: "you must be a member of a class that can use a staff as an implement to apply the enhancement bonus of the staff to the attack rolls and damage rolls of any of your powers from that class that have the implement keyword".

The same restriction (with slightly different wording) is given for each of the other implement types. Only powers from a class that can use implement X can be used through implement X (unless you take the Arcane Implement Proficiency feat).
