Are domain feats from divine power implimented into the character builder?

And if so, why is it that I can not seem to choose them with my character? I can not seem to find either the death or the undeath domain feats for my paladin of the blood of vol character...

The domain feats and such are in the character builder, yes. The problem is that none of those feats had a connection with any FR or Eberron deities until a dragon article that has not yet been loaded into the compendium / CB data. So while the feats are certainly there, your deity is not recognized as a valid prerequisite for the feats yet. You need to either wait for the update that includes that article or use the houserule button to show illegal elements on the feats page.
