In the case of all weapons that function as implements and staffs, which are implements that can function as weapons, the appropriate focused expertise and weapon focus applies their bonuses to both weapon and implement attacks.

The Battle-pact Rod and Rod of Dispater, which function as maces as well as being implements, only recieve the weapon focus/focused expertise to melee attacks, not to implement attacks.

If it is beacuse they are implements first, that is undertsandable - but that begs the question as why staffs recieve the bonuses to both

They should not recieve the weapon focus bonus to implement attacks, and there is no focused expertise (rod) feat.  The rod itself doesn't count as a mace, so focused expertise (mace) would do you no good in this situation.
