Property: When you spend a healing surge, you can add your Strength modifier to the surge value.

The way the property is worded it does not increase your healing surge value until the moment you spend a surge and then it goes back to normal, so the CB is calculating it correctly, it merely isn't calculating it rationally, and there really should be a section near the surge values for conditional increases like this and armor of durability and cloaks of recovery
