I didn't get a ton of time to look at the Neverwinter Campaign guide, but I don't remember the Bladesinger using Int for AC, but in the character builder it clearly does. Is this a bug or am I remembering incorrectly?

All characters in light or no armor can use either DEX or INT (whichever is higher) for AC.  Standard 4e rules.

What is not working correctly is Guarded Flourish.

In addition, you gain a +2 shield bonus to AC while you are wearing light armor or no armor and are holding a one handed melee weapon in one hand and no weapon or shield in the other.

The CB is counting implements as weapons, negating the AC bonus if you have a wand in your off hand (have not tried the other implements yet).

Not only that but once you equip a wand the AC bonus disappears for good and you have to rebuild your character from scratch
