[Bug] Armor Proficiencies showing up in Paragon Tier

Even though the feat itself says Heroic, and it is. The armor proficiency feats are only available as Paragon Tier.

I'm not seeing this issue, what are you doing to get it?

I'm guessing he has a 12 in STR or CON and Paragon is boosting it up to the needed level to gain more proficiencies. 

Always check your prerequisites before assuming it's a bug.
