[BUG] Wand bonus not added to the Dilletante power

I have a half-elf Warlock with a Wand (of Dire Radiance +2) and as the Dilletante power I choose the Wizard power Scorching Burst. Since both Warlocks and Wizards can use Wands as implements I figured the bonus would also count against my Scorching Burst (my DM aggrees), but the power card for Scorching Burst does not take the Wand bonus into account.

This issue still hasnt been fixed. If anything its getting worse. The Half-Elfs Dilettante powers will not acknowledge implements that coincide with implements from the primary class. ie a half-elf Sorcerer cant use a staff with an Artificer or Wizard power he picks. Interestingly, if the same Sorcerer takes the MC feat for that class it opens up the dilettante power for those implements.
