Scenario:

I build a cleric and take the feat "weapon proficiency: bastard sword," at heroic tier and then take the paragon path, "angelic avenger." Angelic avenger allows me to become proficient in the heavy blade of my choice as a pp feature. I think, "great...now I can retrain my WP: bastard sword feat to something else and still be proficient in bastard swords."

First I go to the retraining tab and, at level 11, retrain wp: bastard sword to another feat.

Then I go to the class tab and select the paragon path "angelic avenger." The "weapon training" section appears allowing me to select a heavy blade to become proficient in.

I select "bastard sword," Bastard sword disappears from the list as if I've become trained. However, the weapon training summary line in the lower box still says "select above."

I go to the shopping menu. Bastard swords are highlighted in red...the character builder does not recognize that I am proficient.

I return to the class menu. "weapon proficiency (bastard sword)" has reappeared in the weapon training section. The character builder once again asks me to choose a weapon for weapon training.
