I used the CB to make a tempest fighter that uses a longsword in the main hand and the shortsword in the off-hand. I found that the stats for shortsword for the powers are wrong. The reason is that is seems that the CB does not take into account that the off-hand weapon has the off-hand property if the main weapon does not have the off-hand property. Tempest fighters get attack bonuses for off-hand weapons only.

The level 1 fighter with 18 Str and two-weapon fighting feat, using longsword and shortsword lists +7 for attack bonuses for both weapons. The longsword should be 4 (Str) + 3 (Weapon Proficiency) = 7. The shortsword should be 4 (Str) + 3 (Weapon Proficiency) + 1 (off-hand) = 8. When I look at the attack workspace, basic attacks and all of the attack powers, the attack bonus is +7 for both the longsword and shortsword whereas it should be +8 for the shortsword. The damage appears correct. It appears that the CB is unable to handle some situations properly when the main and off-hand weapons are not the same.

It also does not seem to display the weapon stats for dual strike properly in a way that I expect. If I use two shortswords, the damage for the first shortsword should be 1d6+3 and the second shortsword should be 1d6+2. Dual strike only seems to list damage for the primary weapon only. If I equip the short sword in my main hand and a dagger in my off-hand, the damage for the dagger is listed under the dual strike power card as if it is used in the primary hand.

Have you submitted this via the bug report feature on the front of the Character Builder?

The bug report feature does not appear to be working. I keep getting the error message, "A technical error has occurred. Please close your browser and try again."

Just to say I've reported this bug.

It seems the Tempest technique doesn't look at individual weapons, just what is in your main hand.

So Longsword (Main) Shortsword (off-hand) no bonus is applied.

Shortsword (Main) and Shortsword (off-hand) both get a bonus.... but interestingly if you check the Attack Workspace so do all your unequipped weapons even those without the offhand property so your Longsword will have the +1 tempest bonus!

They need to fix it so it checks the weapon property and not just what is equipped in your main hand.

On Damage: I think you should have the damage the same if you are using two shortswords. I did notice that the damage bonus like the attack bonus is only dependent on the main weapon and applies to all weapons. Also you need to wearing at least cloth armour to get the +2 damage from tempest technique so if you are attacked while naked you don't get the bonus (you probably don't swing as hard because you don't want to accidentally cut off something important).

Apparently, Tempest Technique doesn't pay attention to your armor either. The CB is adding the +1 to damage even though my character is wearing scale armor.
