On page 64 of th PHB3 is says,"All monks use dex for their attacks." So a 2nd lvl monk with an 18 dex for a basic should have a +8 (dex+1/2lvl+prof bonus)(4+1+3). builder keeps using strength.

Monk attacks are implement based and usually attack a NAD so you don't add the weapon prof bonus.

A 2nd level, 18 dex monk attack would be 4(dex)+1(1/2 level)=5

When the PHB says "all attacks", it is referring to their class attack powers, which indeed all use Dexterity. Their melee basic attacks by default still use Strength much like everyone else's.

CB says my MBA unarmed is +6=2(str)+1(lvl)+3(prof). And it doesnt say attack powers. PHB3 Page 64 "All monks use dexterity for their attacks." Every attack they have uses Dex so why wouldn't the basic?

My at-will's should be +8=4(dex)+1(lvl)+3(prof). PHB1 page 274 "your base attack bonus for a power includes: 1/2 lvl, ability score mod, weap prof bonus, etc. PHB3 page 63 gives the monks unarmed strike a +3 prof bonus as does the CB.

You do not get the proficiency bonus unless your power has the weapon keyword.  PHB page 275:

The proficiency bonus gained from proficiency with a
weapon applies to attack rolls made using that weapon.
You gain the proficiency bonus only when using powers
that have the weapon keyword.

Also, look at PHB3 page 64:

You can also use a weapon with which you’re proficient as an implement. When wielding the weapon as an implement, the weapon’s characteristics—proficiency bonus, damage die, and weapon properties like defensive or high crit—are irrelevant to your implement powers.

Monk powers are implement powers, so this applies when using your unarmed strike for them.

"Their attacks" means Monk attack powers.  Basic attacks as listed on PHB page 287 are not Monk attack powers.  They are basic powers that everyone has.

As others have already pointed out, I will reiterate:

1.  Monks do not use Dexterity for basic attacks.  They use Strength for melee basic attacks, and Dexterity for ranged basic attacks - the same as everyone else does.  The text you're citing is build advice, not rules text - it's just letting you know that all of Monk attack powers use Dexterity, and so that should be your primary ability score.

2.  Proficiency bonuses apply only to Weapon attacks.  They never apply to Implement attacks.

There is a way for your monk to use DEX for melee basic attacks: Melee Training (Dex) feat.

Without taking that feat, your character (as well as anyone else who is playing any other class) uses STR for their melee basic attack (unless they have a power which can be used as a melee basic attack.)
