Character Builder updates are on the fourth Tuesday of the month, meaning that they are the week after the paper release date for the product. The update for March should be on the 24th.

Has it been confirmed that the PHB2 stuff will be in the next update?

Update server is currently "down for maintenance" - presumably it's being updated itself in preperation for today's rollout.

now the question is, each time that we try that, does it count towards one of our 5 updates?

Nope. It can't count for your update until you put in your login information. Until you use your info, you won't be "charged" for the attempt.
