Campaign checkboxes not working?

Can someone tell me how to get the Campaign Settings to work properly?

When I start a new character for a PHB only game, I go and uncheck all of the other sources and save the campaign. Then when I create the 1st level character everything is fine and only PHB material is available.

Then I go to level up the character, and EVERYTHING is available, even though all of the checkboxes are still unchecked in the Campaign Settings.

What am I doing wrong?
