Can't choose same power at a higher level

Currently, if I have a list of powers that I don't want to swap at a higher level, I cannot simply choose to lose a power and pick the same power at the higher level like I could before.

For instance, I am building a telepath psion that has three at-wills of which one is "mind thrust".  At level 7, I don't want to choose any new power, so I will simply highlight "mind thrust" to lose, and then go to the level 1 drop-down and choose "mind thrust" again as my level 7 choice.

Now, when I try this, the program will not let me select mind thrust, although the option does appear in the drop down.  Is this intentional?

The rules allow you to replace a power with another one, not with the same one.

The rules also say that you can replace one of your at-will attack powers with another one of the level in question or lower, though, so it's a valid complaint.

Why would you want to?  You already have the power.  Just don't make the swap.  The CB won't register your character as "complete," but so what?

For exactly that reason; I'd like the character to register as complete.  We could choose the same power in previous versions of the builder; this is the first month where we couldn't and I'm fairly sure it's a bug.

Something you could try is retraining the power for another one (doesn't matter which) just before swapping for the new one and the swap the dummy power with the one you originally had. The CB will show the character as complete
