One way of knowing the difference is to put your mouse cursor on top of the window bar (the one with the name of the page). Is it the 'normal cursor' or the 'waiting cursor'? If you have the 'waiting cursor', then it is possible that the connection is slow and it is still downloading (sometimes it takes 3 minutes for me to download a complete issue).
