CB bugged concerning Wizard encounter powers?

There must already be an answer somewhere concerning an apparent contradiction but I have been searching for hours unsucessfully now...
The PHB states that a wizard chooses utility powers and daily powers twice by reaching the relevant level for his spellbook and then chooses which one to have actually ready between extended rests.

The encounter powers are supposed to function normally (meaning as with other classes)

 

The Character Builder (CB) however "forces" the player to choose double encounter powers as well  (otherwise still requesting the player to choose a power)

So at level 3 the wizard has 4 encounter attack powers (2 at level 1, and 2 at level 3)

Is this an error? And should I as the DM handle encounter powers as utility and daily powers asking him to choose  one encounter power of each level?

I hope someone can enlighten me^^

Wizard (Arcanist) still functions as the PHB Wizard with a single encounter power option per level.

Wizard (Mage) is the essentials version of the Wizard and has slightly different options which include choosing two encounter powers per appropriate level.

 

My guess is the player chose the Mage option. Having additional powers gives him versatility, but if he has two level 1 encounter powers he can still use only one of them in a given encounter, and so forth.
