The new character builder doesn't allow you to use any amount of points other than 22 for building characters Abilities?

That's the standard for Point Buy.
If you want to use custom scores, use the "Roll Dice" tab for now.
Tried that a not working, the next button doesn't appear once I modify the rolled numbers.
Poking at it myself, there *does* seem to still be a limit of some-sort to how high your stats (at level 1) can be.
In my testing, I made an Eberron-Campaign Warforged Fighter.
I rolled the dice, and my stats show up "Houseruled"
I was able to assign a base 18 to everything but the last stat. Setting that higher than 7 seems to break the "next" button. I'm about to run to a meeting, so I can't sit down and do the math, but I'm guessing that if the point-buy value of your base stats is higher than 99 (needing a 3-digit integer - or something similar), the CB can't process it.
Of course, if I'm right. . . holy CRAP how high are your stats? ^_^
If I wish to assign my stats (which I went to roll die to input the results in the order I wish), then there is no "I'm finished" button or "Next" button or anything else. If you try to go to another tab, it simply crashes.
and I'm just inputting 14, 14, 17, 8, 16, 10 . . . nothing like the 99's you're implying
Of course, I immediately broke their rules and proceeded to the next section without their permission. However, the stats don't appear to calculate on to the powers if that section isn't approved . . . so that appears to be the next hurdle of trying to get around the fixed 22 point buy.
