Basically, I think the idea is that there are more adventures at each level, so PCs can pick and choose. If it takes, for example, 3 adventures to reach 2nd level, then having 4 or 5 1st level adventures is fine. It means they don't have to fight every adventure, and gives the players more freedom to choose.
