A little more detail would be nice, so we could atempt to reproduce. In some cases, this is the expected behavior. For example, if you are playing a Knight, Slayer or Scout, your level 3 Encounter power is another use of Power Strike. If you are playing a Thief, your level 3 Encounter power is another use of Backstab. If you are playing a Sentinel, your level 3 Encounter power is another use of Combined Attack. If you are playing an Ardent, Battlemind or Psion, your level 3 Encounter power is actually 2 more Power Points and another At-Will power. |

Yes, a few more details would help, because some Essentials Characters don't get A/E/D/U's at the same rate as non E classes. The Slayer, for instance. So, there is that possibility. Also, make sure when you are in the manage tab, and the Level up window says "level up to 4" which means your PC is level 3. |
