Character Builder Doesn't Work - Index was outside the bounds of the array

Hi guys, sorry if this has been posted before, but it's driving me crazy.

When I first downloaded it, the Builder worked fine. For the last month, whenever I try to run the program, an error message appears and the program does not start. 

The error message reads: 

"Index was outside the bounds of the array"

What does this mean?

What can I do?

Ok, I really need a solution to this problem. 

I made some research, and this seems like a programming mistake, but it cannot be caused by the CB, since everyone else seems to be running it OK.

I've tried it on two different computers. CB had worked well in both before, but for the last couple of months, it doesn't.

Doesn't anyone have a solution? Am I the only one who has this problem?

This sounds like you could have an error with your .net framework.

To check your .net framework, go to Start > Control Panel > add/remove programs. Look for microsoft .net framework. You should have version 3.5 with service pack 1 (sp 1). In Vista/Windows 7, it's Programs and Features instead of Add/Remove Programs.

You can download the latest version of Microsoft .NET Framework  at this link.

If that does not solve your issue, you can get technical support from Customer Service. When describig your issue, please include: Your computer make and model, amount of memory you have istalled, and your operating system along with the full text of any error messages you're receiving.

I have .NET Framework 3.5 sp 1.

Nevertheless, I uninstalled it, re-installed it and still the same thing.

I also have other versions of .NET Framework loaded (3,2 and 1.1) could they be causing the problem? I can't think of anything else.

I've tried to use the Customer Service A MILLION times, but since WotC cannot bother to write an e-mail adress where we could contact them instead of show-off websites that won't load on my computers (both of them, with diffrent internet connections!) I can't ask for help.

Do not remove the older  .Net installations (the .Net versions build on each other).

There was an issue with your help accout that was preventing you from accessing the system. We have made a correction and you should be able to load the email form now.

i installed char builder, started it and it worked fine. but the launched march update. then i gives 
"Index was outside the bounds of the array" error.
i have microsoft frameworks 3.5 sp1

It's almost certainly a bug, not something with your .NET framework.  Probably the reason you haven't seen elsewhere it is because that particular error might only appear in certain oddball character configurations.  It's the sort of error that (in utterly lay-person terms) results if you've got a collection of ten items and the software asks for the sixteeth of them.  Usually that happens if the size of the collection of stuff wasn't sized correctly.

hey there. me and my friends are suffering from the same problem too. i can't understand how people can get it work and i can't. i tried to install on 3 different computers and i get the same error.

it looks like no one is interested in helping though so i did some research and found that you can get the same error with other programs using .net framework. there are a bunch of hotfixes in microsoft website but they're not downloadable for some reason...

I found a workaround for this problem. To solve it, you should change change your windows region to English (U.S). For some odd reason, char. builder won't work with any other regiononal setting.

thanks a lot mate you are a lifesaver. now i can make a whole lot of new chars :D
