Could you tell us precisely what steps you took when downloading (including browser/program/OS). A bit more information might help. Also, a screenshot of the "big red octagon that has an X on it" would help me at least understand what you mean.

You shouldn't need to use a file viewer as the character builder is a program (it should have the .exe extension) Could you tell us precisely what steps you took when downloading (including browser/program/OS).
