The other players told me there was an online version of the character builder that was free for creating characters level 1-3. I havent had any success finding this program and was wondering if someone could point me in the right direction. Thanks

Thanks  There used to be a downloadable offline builder which had a demo version that only did level 1-3 (as you describe).  The offline builder has been replaced by a new online version available to DDI subscribers only.  At some point they got the replacement online builder to enough functionality that they removed the downloadable one from their site and it is no longer available.
