Did you build your own shortcut to start the app?

Take a look at its properties.

First, look in the "Start in" box. If the contents start with a quote, there should be a matching quote at the end and not before. Other than that, the last character should be a backslash.

Now, remember the part between the quotes (or the whole thing, if no quotes). I am going to refer to that entire blob as path.

Now, look in the "Target" box. It needs to contain (this is long):

"pathCharacterBuilderUpdater.exe" RealCharacterBuilderUpdater.exe app.config

Thank you for your reply.  I did not create my own short cut.  I moved the one from my desktop to a different location.  And I have verified the target and the start in paths and they are correct.  Any other thoughts?

Something I have occasionally (not reliably) found useful in dealing with such recalcitrant software.

Uninstall.
Reinstall.
DO NOT RUN!
Uninstall again.
Delete all relevant directories. (You may want to copy your character files onto a flash drive first.)
(If you're comfortable poking around in the registry, delete registry keys that are obviously and indisputably part of this app. Back them up first though. If not comfortable with the registry, skip this.)
Reinstall again.
NOW run.

Aside from that, no further ideas.

Maybe a firewall issue?  Try disabling any firewall software you use temporarily, or at least check the logs to make sure it isn't blocking the app from connecting to the internet.
