Character Bulder Hybrid Rules Still Don't Acknowledge All Implements

Hybrid Bard: Songbows and Instruments
Hybrid Warlock: Pact Weapons (Sword, Axe, Blade, Bow)

it clearly says implements from either class can be used as implements for other hybrid class. This is kind of clear and cut but the builder still doesn't knowledge a Hybrid Bard Warlock as wielding a implement when equiped with either a Swordbow, Instrument and trying to use a Warlock power, or when such a combination is using a Pact Weapon and trying to use a bard power.

The items you list specify that they only work for powers of one class.  They are operating as intended.

Yet other items and not just one, work the same way as im saying they should work for the above. The Hybrid rules do not distinct between class given implements, and item specific implements. Its an implement. Until a further ruling that makes an exception comes out, this combination should work because there is no rule that says it shouldn't.

What all of these items have in common is that they are not listed in the "Implements" entry for their classes.  I think the original implementation in the code must have been to simply look up that entry for each class and apply any item in either list to both classes -- so in the case of a Hybrid Bard/Warlock the only net gain would be the ability to cast Bard spells with rods, as the wand is already an implement for both classes. 

But I though I saw elsewhere that we no longer even have that degree of consistency -- apparently some combinations involving non-standard implements work while others don't.  But the cases listed here do seem to be consistent, so I am not sure.  Still, a clarification or a correction here would be nice.
