In DMG2 we have boons...and they were loaded into the CB. One of them:


Corellon's Boon of Arcane Might

Corellon brought arcane magic to the world. Mortals who please him gain access to powers that otherwise take years of study to master.


Level: 3
Price: 680 gp
Divine Boon

Property: Choose an at-will power from an arcane character class. You can use that power as an encounter power.


Power (Daily): Choose a 1st-level encounter power from an arcane class. You can use that power as a daily power.


 


well when you equip it, you choose the at will power, but not the encounter power. I feel this is a mistake and should be fixed. I am posting here in hopes that someone can confirm I am reading it right..
