Creating High Level Characters

If I create a 30th level character, why do I have to select powers that are going to swapped out at higher levels?  Why am I prompted to select 7 daily powers when I will only get to keep 3 of them?

Excellent point, this would make it faster. I recently helped a player make a level 13 character and had them just pick and move on with the replaceable selections.

However there are choices involved and usually you sac the lowest level powers. Also maybe needed if you de-level a character.

Honestly I like having to start from the lowest and move up. It gave me a better sense of what the character wouldve been like as they progessed, and it also provides a nice history to look back on when you're building a progression for a character you're already playing.

That said, it has forced me to spend a bit longer then I wouldve otherwise preferred on certain cases, especially ones where I'm simply using the builder to get an idea for a similar npc conversion.

Then again, many of the lowest level abilities are FAR superior to the higher level ones. I have never built a character who has only the highest levels allowed, in every case one of the lower level abilities turned out to be more useful in the long run.

It could be easier, but a level 30 anything should require some work. A level 13 character only has 1 encounter power that gets swapped, and even new players that ive brought in have enjoyed the ability to select which one they like least at that point.

If you're rushing, just tell the builder to select all of your abilities and go back and change the last 3 encounter, daily, and the utilities. I mean, that is basically a 15 second fix to the issue.

Because you might want to decide which powers you replace, rather than just doing it mechanically by level.  For instance, a Ranger is quite likely to keep Disruptive Strike (level 3 encounter) right through his career, it's that useful.
