Damage bonus from items

Perhaps it's due to some wierd wording, but some bonuses from items aren't accounted for on my sorcerer.  I have the Resplendant Gloves from the Resplendant Finery set, which grant a +2 bonus to damage rolls.  It's struck through, because it doesn't grant a bonus.  Actually, the entry reads "hit an enemy with an attack power that targets will, the attack deals 2 extra damage."  Not only is that wording weird, I have no idea of the reasoning.

Additionally, I wield a +2 Staff of Ruin in my off-hand, and with Dual Implement Caster I should be getting the +2 from it's enhancement bonus (which is applied correctly) and also a +2 item bonus to damage rolls from the staff.

So now I get sideways looks when I tell the DM my damage modifier is +20 when it says on my character sheet +16.  Level 10.

I would have used the bug report feature, but I believe that website has been down for weeks.

I believe that the way that the Staff of Ruin is phrased is that you only get the +2 item bonus to damage for attacks made with that implement. If you're using another item in your main hand to make your attacks, you wouldn't get the SoR item bonus to damage.

The other one is a conditional damage bonus, and it sounds like that's not being calculated properly.
