Damage is 1[W]+Ability Mod+1/2 level?

I put together my 2nd level paladin today in the character builder and noticed that the damage for my at-wills in the power cards seems to included one-half my level.

For example, my strength is 18 with an ability modifier of +4. I thought Holy Strike should be 1[W]+4, but the power card created by the Character Builder is showing 1[W]+5. Likewise, my charisma is 16 with an ability modifier of +3, but Bolstering Strike is showing 1[W]+4.

Of note, at first level everything was (to me) correct ... Holy Strike at 1[W]+4 and Bolstering Strike at 1[W]+3. But when I leveled via the Character Builder these went up by one-half my level.

This also begs the question, why the additional column next to the ability modifiers that does include one-half the level?

Did I overlook a rule somewhere that adds one-half your level to your damage output? I know it impacts your base attack value, but have never read anything that says it impacts your damage.

Hmmm I'm looking at the lvl 2 Paladin I genned up last night that has a 14 Str (+2) and an 18 Cha (+4) and the longsword values are: +8 attack, 1d8+4 damage. So that's all right in my case. Did you pick up an extra feat when you leveled to specialize in damage or something?

As for the extra column, that's for ability checks, which do include the 1/2 level. For example, consider the example in the DMG of swinging on the chandelier to kick the bad guy into the flames. The swinging is a acrobatics check, but the kicking is a Strength check (not an attack). The strength check uses the 1/2 level, but were it an attack, it would not.

OK, this was kindof odd. I tried this with a 3rd level cleric with a Str of 10. If I just put a mace in her main-hand, it gave her the "versatile" bonus of +1 which could have been your problem.

When I equipped a scythe instead, it was 2d4 which was correct. But what was odd was that it then listed my mace attack as 1d8 I guess the application was assuming I would use it with a single hand.

If I equip a mace in one hand and a dagger in my off-hand then the damage comes out 1d8 for the mace and 1d4 for the dagger, both correct.

I think the solution here is for the application to specify one-handed or two-handed use for versatile weapons similar to what it does for items like a dagger that can be thrown or used in melee.

For the longsword, the values are correct. It is the Paladin-specific powers that are showing up with the extra point of damage.

Nope. Healing Hands and Toughness.

This is the +1 damage for wielding a versatile weapon in 2 hands.

If you equip your shield it will be fixed.

Let me know if it persists.

Bingo. I think that is it. I had not placed the heavy shield in the off hand, and must have been getting the +1 versatile bonus.

Thanks for calling this out. I would have tested it at Level 4 but ...

Just for good measure I recreated your scenario and I got the same thing. Without the shield it gives the +1 to damage. With the shield the additional +1 is not present.
