If I were to subscribe to DDI, would I be able to download all of the past DDI issues of Dungeon? Dragon?

 

Is it possible to get individial issues without subscribing?

Yes, you can get all the Dungeon magazine and Dragon magazines when you subscribe to DDI.  You may be able to find some online without subscribing, but you can't get them on the D&D website without subscribing.
