Double Weapon Implements & Dual Implement Spellcaster

In older versions of the CB, if you had the Dual Implement Spellcaster feat and wielded a double weapon as an implement, you would get the enhancement bonus for both the primary and secondary ends added to your damage.  For example, a Warlock with a Pact Blade +3 Double Sword would get +3 damage for his implement's enhancement bonus, and +3 more for the off-hand implement's enhancement bonus.

In the current version, this is no longer the case.  Was this change intentional or is it a bug?  It seems to me that it should work, since double weapons count as wielding two weapons for the purposes of feats like Two-Weapon Defense, so why shouldn't it count as wielding two implements for Dual Implement Spellcaster?  Double weapons are treated as two separate items in all other cases, why make an exception here?

Although I am not sure, this may be for keeping balance after the following change for dual weapons was added in the errata (my emphasis added):

"An enchanted double weapon gains all benefits of the enchantment on each end (even if one end  would not normally qualify for the enchantment). This does not increase the frequency of use of any power possessed by the item; if you wield a double weapon with a daily power you can still only activate that power once per day."

In particular, this means your +3 pact blade can be used to deal 3 damage to cursed enemies for each end, or 6 in total, where it used to be just 3.
