They don't release all the content at once. They release it when it's meant to be released, but we don't get to see everything on the schedule so we don't always know when that is supposed to be.

there was that one time where a dragon magazine, 3 articles were left and on the last day of the month around 12:40PM PST (3:40PM EST) all 3 articles came out.  Even my DM said to me how he thought Wizard's scraped by that.  It doesn't matter to me either way as long as I see the article itself come out sometime soon.

Nah, in most cases it's because there was some last-minute problem with the article, or the artwork was late (obviously not the case in this one because we've already seen the artwork from the article in the monthly compiled artwork). 

It'll come, unless they've decided to cancel that article, which I doubt, because there would be some statement by WotC on the boards by now if they did.  And there would be a lot of nerdrage following, which isn't what WotC needs after people came back specifically for cool stuff like Runepriest support and this.

I personally don't think it was worth the wait.

The flavor is good, but the themes are underwhelming IMHO.

I think that's my problem. Those two themes are still fresh in my mind as is the Feywild excerpt. Those all seem better to me than these, though  I do rather like the Yakuza starting feature.

I agree, iaijutsu makes no sense as a level 1 ability, it was developed as a response to being attacked while indoors and caught without armor especially while seated, because of raids and such between the warring clans.  It was never meant to be used during battle, thats what kenjutsu is for; Samurai don't leave their sword steathed when they know they're going into battle, thats just silly (and if your response is that's why it's part of the movement... well then it's not Iaijutsu).  I'd rather see something like iaijutsu as a paragon path, akin to OA's Iaijutsu master.  I have half way done a prototype of said paragon path idea which I was thinking of submitting to them for Dragon, but I didn't see any of this until a few days ago and apparently the last day to submit was today.  And I wanted to wait and see what they were doing with samurai so I could make it work with that, but now seeing it I wonder if they'd even care.

and how does the Iaijutsu ability even make sense.  I draw my sword as part of a movement before I even attack? what if my ally has a higher initiative? so I shift/draw my sword in response to initiative. Then they go first, taking their whole turn.  Then I go and make my attack with the bonus?

I think it would read better if it said: Trigger: You make your first attack in the first round you act in the enounter. Effect: Draw your melee weapon as part of the attack, gain a +2 to attack and damage. Higher Initiative than all enemies, it can crit on 18-20. (don't think the shift makes sense, because most of the iaido forms I've seen, and I was in it for a year, were from a seated position).  

The next couple things might just be nit-picking, but why doesn't Honorabe Resolve let me just spend a healing surge, for a daily power that seems weak (but admittedly idk, it just feels that way).  And Dauntless Gaze shakes my enemy to his very core, but yet he's compelled (via a mark) to attack me?
