Dragon Magazine delay still necessary?

For example, the only crunch being entered into the tools in August is going to be the Mariner theme, some magic items and some monster stat blocks. It would be nice if we could get the Menzoberranzen crunch from this month's Dragon into the builder and compendium in time for the next season of Encounters. Posts from Eric Scott deBie(sp?) seem to imply that the themes were intended for use in the next season, but they won't be in the tools until a month after the season starts.
