Hi!

I am looking for a list of new "classes" from dragon magazine. Like the duelist in dragon 381, or the winter's knights from the same issue. I'm only interested in heroic lvl classes.

Kinda. I don't have a ddi subscription and I can't check it out, but these are probably the articles I was looking for. :-(

Your definition of class seems a bit odd, as there's no actual duelist class or build for the rogue, just some powers and feats to try and support the idea of one. This makes it really hard to come up with a list.

The only actual class there's been is the Assassin.
There's been an artificer 'build', some mage schools, some warpriest domains (why does warpriest see so much Essentials+ support?), and a runepriest build.

There is a fighter build that is focused on light weapons, Rapiers and daggers and such, but it doesn't really shine until paragon tier. I think it was the Tempest Fighter with the Rakehell Duelist paragon path. I remember seeing a high paragon example of this in action at an in-store event and was quite impressed. It's effectiveness was about average, but it looked like a lot of fun to play.

The other option would be to make a twin blade ranger and choose as many duelist type powers as possible. IMHO, the 4e rogue doesn't really feel like a duelist. It's too dependant on combat advantage and hit and run attacks. In my mind a duelist stands and fights and is hard to get away from, which pretty much describes a 4e defender. I keep thinking of the swordfighter guy from Princess Bride and how he just kept chasing everyone around

The avenger is kind of like a duelist in that it goes after a single target, but it uses divine power and is very dependant on the heaviest weapons like fullblades and greataxes which is probably not what you're going for.
