I believe the Char builder has just been updated to include dragon 388 (apologies if I'm mistaken) however using it I can't seem to find the option to create a Dragonborn with the dragon fear ability (from the Bloodlines of Arkhosia article in 388) , has this not been included and if not is it planned to be?

if you click the down arrow on the heading of the dragonbreath line you can select it. there is also an issue with it being stuck with the STR option only not being able to choose between that and the CHA option.
but it is in there.
