The text for Dread of Sakkors in the Compendium is wrong. Here is what it says there: "When you hit an enemy with an attack while you are insubstantial, you can push that enemy up to 2 squares. The enemy then becomes slowed until the end of your next turn." It should be "while you are insubstantial due to your shadow jaunt racial power". I was super excited... and then I checked dragon 391 again and realized the compendium is wrong.
