Dual Implement Spellcaster feat bug

Just noticed that when using a staff as your main hand implement that CB is applying the implements enhancement bonus as an "off hand" enhancement bonus even when nothing is equipped in the off hand.  My character is a Storm Sorcerer using Staff of Ruin +2 and a Winged Dagger +1.

For example:
Staff of Ruin +2 equipped to be used one handed in the main hand and +1 Winged Dagger in the off hand: it is adding +2 enhancement bonus, +2 item bonus and +2 off hand enhancement bonus.  It even adds a +2 off hand enhancement bonus when my off hand is empty and the staff is still in just one hand.

This issue persists with any staff I have equipped in the main hand.  It does not matter what is in the off hand, weather the off hand is empty or even if the off hand implement is a higher enhancement bonus than the main hand; it will only apply the enhancement bonus of the main hand as the off hand damage bonus.

It appears that the CB allows you to wield a staff implement two-handed, and then considers you to be wielding that implement in each hand, giving you the bonus for Dual Implement Spellcaster even though it's the same implement in each hand.

Is this actually the way that feat is to be interpreted?

I had a question myself. Is the off-hand the implement you put in your off-hand per the character sheet or is it the implement that you do not use to cast spells with?

In other words, can you use your +4 implement in your off-hand to get +4 to hit (casting through it) and +4 for the damage (from the feat dual implement spellcasting) while having a cheap +1 in the mainhand?

Here is what I noticed so far from the CB:
Main-hand / Off-hand  [bonus from the feat]

Staff+1 / Staff+2 [+1 off-hand enhancement bonus]
Staff+2 / Staff+1 [+2 off-hand enhancement bonus]
*It looks at the main-hand for the off-hand damage.

Dagger+1 / Staff+2 [+2 off-hand enhancement bonus]
Staff+2 / Dagger+1 [+2 off-hand enhancement bonus]
*Uses the staff wherever it is for the off-hand damage.

Staff+1 / Dagger+2 [+1 off-hand enhancement bonus]
Dagger+2 / Staff+1 [+1 off-hand enhancement bonus]
*Uses the staff wherever it is for the off-hand damage even though the dagger is superior.

Dagger+1 / Dagger+2 [+2 off-hand enhancement bonus]
Dagger+2 / Dagger+1 [+1 off-hand enhancement bonus]
*Applies the off-hand damage like the feat described.

EDIT: I forgot to add, this is with a cosmic sorcerer dragonborn.

There is a feat which allows you to wield a staff as a double weapon, so i think the Character Builder is wrong and must be fixed.

Also, our sorceror with the double implement feat is wielding two staves: +2 and +1 (in off-hand), but the Character Builder is granting him +2 for the off-hand damage bonus.
