Dual Implement Spellcaster with unequal implements

Trying to figure out if this is a bug (and if so, if it's known), or I'm just misunderstanding how the feat in question works...

I have a Wizard character with a Magic Staff +2 equipped in his main hand, a Master's Wand of Magic Missiles +1 equipped in his off hand, and the Dual Implement Spellcaster feat. By my reading of the feat, he should get +2 attack and damage (enhancement bonus) for the main hand implement, and an additional +1 damage for the enhancement bonus of the off-hand implement. Or if he swapped the implements between hands, he'd have +1 attack/damage enhancement, and +2 damage from the feat. But in the CB, he always gets +2 from the feat, even if the staff is in his main hand. Is that right?

I discovered this same thing tonight, I put a Magic Dagger +3 on, gave the dagger/light blade pluses in the feats, and got +17 on all my attacks, moved a Magic Staff +3 over, put in staff plus feats, and wamo +18 damage on all my attacks. I think it's counting the Staffs as being in both Main and Offhand cause if I remove the +2 dagger from my inventory, still get the + damage bonus from it.

Again unless I'm reading the power wrong as well.
