A Dual Implement Spellcaster using a Staff of Ruin in the off hand doesn't get the extra damage added to the attack.

Yes it does. It doesn't say it needs to be the weapon/implement you are attacking with.

It's a passive property, like subtle.

I'm not sure if you misunderstood my comment or if you think it has been fixed. My comment is referring to a problem with Character Builder (after all that is the name of the topic).

I have a Wizard with a Magic Staff +3 in one hand and a Staff of Ruin +2 in the off hand so my damage with Scorching Burst should be +13 (+6 for my 22 INT, +3 for the Magic Staff +3, +4 for the Staff of Ruin +2). Character Builder is only giving me +11 Damage, it is not counting the extra +2 for the Staff of Ruin +2.

Dual implement spell caster works fine.

I think whats happening is the interpretation we have of staff of ruin doesn't match your interpretation.

Staff of Ruin: In addition to the normal enhancement bonus, add the staff's enhancement bonus to the damage rolls as an item bonus.

I will check with the rules team to make sure we are using the right interpretation, thanks for bringing this up.

If its not right then expect it to change in an upcoming patch.

Thanks,

From here community.wizards.com/go/thread/view/758... as well as a friend talking with WotC staff at GenCon my understanding is that when using Dual implement spellcaster with a Staff of Ruin as the off hand implement I get the enhancement bonus plus the +2 property bonus.
