When will these be an option in the character creator, the stats are in the back of the book so they can be used, but not in the CC.

I am sure they will be in the June 2nd update.

And I am sure I dont have to make the obvious statement that they are also still meant for NPC's and rarely for PC's with the GM's permission although the GM is warned against doing so.

And, like the first MM, they'll almost certainly not be legal for RPGA characters.

They are in the CB update coming up and they are not RPGA legal since they are not in a player product.

The playtest stuff (monk and hybrid classes) are also working and should be in the June 2 update.

Stay tuned for next months RPGA update also. It clarifies what is legal slightly I believe.

Why? if they weren't legal then why can they be picked. I don't the WoTc would put the creatures in there unless they could be used.

Because the Character Builder isn't only designed to create RPGA-legal characters -- it will, however, let you know when a choice breaks the RPGA creation rules (which are available from the RPGA section of the WOTC website). If you pick a MM-only race in the CB, the little text under your character picture goes from "legal" to "houseruled", indicating that it's not valid for RPGA play.

If you read the Monster Manual (I haven't checked the listings in the MM2) the "monster races" in the back of the MMs are there for use in creating NPCs - and as guidelines for creating PCs with similar stats.

However, as printed in the back of the MMs, these races can be overpowered as player characters - take the original Minotaur and his Oversized keyword, for example. It simply puts an unbalancing amount of power in the hands of the players for the way the game is designed.

However, because the Character Builder is designed for *ALL* WotC customers (and not just the RPGA) these races are there so that if you choose, in your home/custom campaign to use these races as printed, the software will support you.

The RPGA attempts to keep a much closer eye on balance, because, as a shared world they want to avoid overpowered combinations.

To support that, in each release of the Character Builder there are two campaign files - one for Living Forgotten Realms, and one simply for "RPGA General". These files deselect rules options that don't match the RPGA rulesets.

So, in short - WotC puts the content into the Character Builder, because the Builder supports ALL D&D content. The RPGA, however, instructs players (with few exceptions) to stick to player content (the Monster Manual is DM content) for player character creation. The Character Builder supports this with a limited ruleset that one can easily load.

It's worth noting that the LFR FAQ has a small section that is reserved for any discrepancies between the Campaign Rulesets in the Character Builder, and the current rules in the CCG.

Plus the character builder can be used for a DM to create an NPC that has PC classes so having the MM races helps out there. The CB is not just a PC creation tool.

Also you can define your own custom campaign rules and if its enabled it'll flag a character as houseruled that isn't using the restrictions put in by it (so a DM can make a CB ruleset for what's allowed in his game and check that players are following those rules for their characters and not sneaking in something he doesn't want). The built-in rulesets for that are for RPGA. Unless those are turned on though an MM race selection won't flag as houseruled since the default allows you to select any option and generally only flags houseruled if you don't use the pointbuy system in the PH1.
