Enhancement Bonuses to Item Powers?

I have a level 6 wizard with Int 19, Con 14, Dual Implement Spellcasting, a +2 Magic Wand, and a +2 Wand of Fiery Bolt.

Since Fiery Bolt is a (Warlock) Arcane, Implement, Con vs Ref power, I would expect my attack bonus to be +7 (+3 level, +2 Ability, +2 Enh) and my damage to be 3d6 + 6 (+2 Ability, +2 Enh, +2 OH Enh).

However, the card in Character Builder has my attack as +5 / 3d6 + 2, labelled "Unarmed". Why?

In contrast, the card for Magic Missile (and most of the other [int-based] Wizard attack powers) show the correct attack/damage bonuses: +9 / +8.

Right-click > Customize > Choose the right wand

If that doesn't do it, something is messed up.

Yup, the only option under "Customize..." is "Unarmed".

Well, can someone submit this bug for me?

Wizards' bug reporting website has been broken for weeks.

Einstein, the bug reporting website is not down.  However, you may be having an issue with your account.  Please see the following thread for help:

Trouble Accessing Help System...

Also, you'd probably get a better response on the Character Builder Technical Issues forum with issues like this.

Cheers!

If you do not have the Pact Initiate feat, I think that is correct.  The wand gives you the ability to cast that spell, but you do not get the wand enhancement bonus because you are not proficient with wands as a warlock implement.  I remember coming across that issue when my bard retrained away the Arcane Initiate feat and found that his attack and damage bonuses for Scorching Burst on his flame wand went down.

Thanks for the bug report. I think it should work.

That is silly. Warlock implements include wands, Wizard implements include wands. wand = wand

This +2 Wand of Fiery Bolt is a good enough wand to boost my Wizard Implement powers, it's good enough to let me cast Fiery Bolt, but it's not a good enough wand to enhance the Implement power it carries?

Well, that is the way things worked in the Character Builder for the past several months, but I can see why it might be confusing (I was confused by it at first).  I am curious to see how it works now in the latest update.  It would make the most sense if a character who is only able to cast a spell through a wand would always get its full bonus.

No change to handling of implements in Character Builder this month -- maybe next month?
