Error "Absolute Path Information is Required"

I've recently installed the Character builder onto my new laptop (Windows XP SP3).  The installation and update appear to run just fine, with no errors, but when I launch the application, an error pops up saying "Absolute path information is required." in the screen that sends the information on to WOTC.  Once I transmit that information, another error screen pops up, but disappears before I can note the exact error.

I've tried uninstalling and reinstalling the application, but the error persists.   The HKLM\Software\Wizards of the Coast key in the registry is removed when I do the uninstall, so it isn't a setting in that location that is causing the problem.

Any ideas?  This is preventing me from using the application.
