Essentials Scout: Dual weapnon attack bonus and damage calculations

I can't figure out how the character builder computes the attack bonus for the melee basic attack at-will power for my level 1 Elf Scout. Here is how I compute it:

+3 Longsword proficiency or +3 Shortsword proficiency
+4 Dexterity modifier (due to Attack Finesse)
+1 Flashing Blade Mastery for wielding a shortsword in the off hand
+1 Master At Arms
+9 Total

However, the character sheet shows "Longsword: +7 vs. AC, 1d8+4 damage" and "Shortsword: +6 vs AC, 1d6+4 damage".

The Dual Weapon Attack at-will power is even weirder. In my mind it should be:

+3 Shortsword proficiency
+4 Dexterity modifier (due to Attack Finesse)
+1 Flashing Blade Mastery for wielding a shortsword in the off hand
+1 Master At Arms
+9 Total

The character sheet shows "Longsword: +7 vs AC, 1d6+4 damage" and "Shortsword: +6 vs AC, 1d8+4 damage". Here, in addition to the problem with the attack bonus, the weapon dice seem reversed.

Am I mistaken?

Working fine for me. Using a rapier, with 20dex. Shows a +10 bonus to attack with light blade expertise.

I'm getting the odd flip on Dual Weapon Attack (Longsword with Short Sword stats, and vice versa) and descending attack bonus (both weapons should be at +9, instead of +9 and +8) as well. It should probably be bugged. We'll see if it gets fixed with the update on Tuesday.

The only thing I can think of that could be causing your problem:

Are you wearing Heavy Armor? You should be wearing Hide. (Wearing armor with which you are not proficient imposes a -2 to attacks)

You were right: I was wearing Scale, instead of Hide. Good catch, thank you! That accounts for the +7 instead of +9. The descending attack bonus and reverged damage dice we'll right off as a bug, however.

Make sure your short sword is showing in the OFF HAND.

It is showing as equipped, off hand, and marked for being displayed on the powers.

I think it's on purpose, but they're doing it a weird way.  

You have long sword in main hand, short sword in off hand.  

When you hit with your long sword, you get to use DWA to swing your short sword for d6.  So DWA says long sword (the primary weapon used in this Standard action, which triggers DWA), but lists the short sword's damage since that's what it does when you hit with the long sword primary.

VERY confusing way to do it, but I think it's on purpose.
