Fanning the air with my left hand to increase javelin speed

I am a tempest fighter wielding two off hand weapons (equipped). I also have 2 javelins on my back for emergencies :D.

However it seems that I am getting the +2 tempest damage bonus and +1 two weapon fighting damage bonus on my javelins as well.

Is this a bug or as intended?

The javelin is not off hand afaik, so I'm thinking that best case scenario would be +1 for tempest and +1 for two weapon fighting. However even that seems kind of daft. What good is my off-hand weapon doing when I'm throwing a ranged weapon?
