Flame Wand and Staff of ruin

Property :
Gain +1/2/3 (depends on the level) item bonus to damage rolls when you use this wand to attack with a power that has the fire and implement keywords.

Now the Character builder would count this bonus when using Flame Wand as off-hand but would not while using Staff of Ruin which doesn't even specify that you have to use her to get the bonus. In both cases Dual Implement Spellcaster feat is selected.

Same with Defensive  Staff where property is applied normaly when used as an off-hand implement.

What's going on with off-hand implement properties?
