I see the paywall icon on the front page, the ToC, and the article page . . .

Check the content calendar... that's where it's "Free: Unearthed Arcana"

Perhaps because everything else has been free this month they just got into the habit.

Even the content calendar shows the paywall icon, even though it does say free.  I guess I didn't look there earlier because I don't see a point anymore . . .

A text tag that should have been set to "DRA" was set to "Free." It was always meant to be a pay article. Sorry for the confusion.

Thanks for the reply!  I assumed it was something like that.

What would be really cool would be setting the tags based on the actual status of the file, rather than manually doing it...

How about the Class Compendium: Templars article, though?  Isn't Class Compendium supposed to be free?

There's a Paywall symbol next to the article on the Dragon #399 ToC.

They've had that with the previous Class Compendium articles as well, some of the time, but it usually vanished by the time the issue comes out - I think it is just mislabelling, again, rather than the content actually being intended as DDI material.
