During my activation, if my character untaps ("Heroic Surge" or "Bugbear" or " orc barbarian") do they get to move their speed and take an action or just take an action?

It really depends what the creature has already done during its activation. Or if what you want to do is due to another order card.


if the creature has already moved, as part of one of the actions it can take on its turn, it cannot move again (unless playing an order card allows it to).  The creature can attack or use a power that requires it to tap including order cards that require tapping).

Right.  Tapping is different than moving.  You can move and then tap/untap multiple times via various methods (as mentioned).  You can also move, and then tap, and then move again (via various methods as well).  

The difficulty here is that so many games combine the moving and the tapping/attacking/activating together, so that now in DC we tend to think that they're still combined, even though they're separate.
