When cards ask a creature to move/slide/shift... is it up-to?

This should be a very simple one to hopefully get WoTC clarification. Very simple question, if a card reads, for example, "Shift 3 squares" is that shorthand for "up to 3 squares" or is it strict on the 3 squares?

I cannot imagine it isn't "up to" (everyone can just almost work around it moving back and forth, etc.)... but I would suggest this go in a rule errata, which I think DC is well overdue for...

I believe it says this somewhere in the rulebook, though not anywhere obvious, but yes, it is up to.
